On December 25, 2022, a software provider of our office, Cott Systems, was the victim of a cyber-attack. Cott Systems is based in Ohio and provides software to many governmental agencies across the U.S. This cyber-attack was on their systems NOT the office of the Clerk of Court. Due to the fact that we are a hosted customer of Cotts, we lost functionality of the software. There was no data lost during this cyber-attack just the ability to retrieve the information. However, if there would have been any loss of images, Cott maintains multiple back ups and we would have been able to retrieve our data from one of the backups.

While forensic experts worked to identify the source of the attack and to rebuild their systems we were without their services from December 27, 2022 through January 13, 2023. While Cott Systems were down, we were not able to record notarial acts, perform mortgage certificates and other functions of our office. We continued to receive notarial acts and they were kept in the order they were received and then recorded in the order that they were received.

The cyber-attack did have a huge impact on our office but we were not entirely shut down. We have two software providers for the different departments in our office, so our criminal and civil departments were not affected.

The first thing that people think when they hear of a cyber-attack is what “personal information was stolen”. Well, land records in our office are all public records. Meaning that anyone can come into our office and retrieve information that is on file or subscribe to our site and see all documents that are on file in our office.

It has been a very long and trying few weeks, but I am glad to say that we have been back up and working since January 17, 2023. We have been able to catch up on most of our back logged worked. Our external e-search site came back up yesterday, although they are only about 95% of images available.
